Executive Summary

e-Medical Education, LLC, is an international company based in Florida, specializing in the creation, administration, delivery, and maintenance of accredited, computer-assisted medical education. With an equal focus on cutting edge technology and curriculum development, e-Med's innovative platforms have been used successfully to graduate students certified for medical examinations and licensure in the United States, Australia, New Zealand, and Independent Samoa.

e-Med recognizes that the emerging field of computer-assisted medical education has the potential to solve the critical shortage of doctors and nurses worldwide, and to improve the quality of health care and health care delivery. e-Med is a pioneer in this field, developing curricula and technologies to educate and train health care professionals in their own countries, for less money and with greater efficiency than standard medical schools. While our programs are administered at a distance, the educational software e-Med uses brings students and faculty close together in a live interactive format and enables teaching techniques more advanced and perhaps even more effective than a traditional classroom can provide.

The international e-Med team is comprised of a wide array of doctors, educators, technology specialists and administrators. Together we have the ability to provide a comprehensive turn-key solution to any institution wishing to establish a computer-assisted distance medical education program, or to provide support and consulting services for everything from curriculum development, to software delivery platforms, administration, and marketing. Our systems are flexible, adaptable, scalable, and infinitely configurable to fit the specific needs of any organization or institution, from complete outsourcing, to branded sublicensing and custom development.

NewMed

In 2021 e-Med began exploring the possibility of leveraging its experience and proprietary distance education platform in seeking accreditation of a greenfield institution in Australia offering an MD degree. e-Med formed New Medical Education Pty Ltd (NewMed) in Australia, and assembled a majority independent board of highly regarded and accomplished leaders from across academia and business. NewMed filed for accreditation with TEQSA and AMC in 2024, and hopes to be able to admit its first cohort of students in 2026. NewMed's innovative curriculum will be delivered using the proprietary technology developed by e-Med.

OUM MEDICAL SCHOOL

By special Act of Parliament of the Government of Independent Samoa, e-Med was given an exclusive contract to develop, operate, and manage the Oceania University of Medicine (OUM) in a public-private partnership with the Government. OUM accepted its first students in March 2002 and had its first six graduates in May 2007. A total of 130 OUM graduates are now in practice, or in fellowship or residency training. OUM is internationally accredited by PAASCU, the Philippines Accrediting Association for Schools, Colleges, and Universities, itself accredited by the US. OUM is a WHO and IMED-listed medical school, and OUM students qualify to sit for the US Medical Licensing Examination as Foreign Medical Graduates. OUM's current enrollment is 247 full and part-time students.

For OUM, the e-Med team leveraged an online Learning Management System which allows students to study, conduct self-assessment tests, and communicate with faculty and other students from every corner of the globe. This system features Problem-Based Learning (PBL) modules in which the case-study approach is used to facilitate both learning and the effective assimilation of material. All curriculum was designed to conform to the Quality Matters standard, and testing integrity is assured by the use of advanced biometric electronic monitors. Because OUM is not constrained by the physical geographic location of its campus, e-Med has been able to attract a diverse and talented faculty. e-Med can recruit teachers and lecturers from all over the world, with no requirement (or the attendant expense) of relocation or travel.

Since part of OUM's mission was to facilitate a medical education for career changers, e-Med customized a flexible, modular curriculum conducive to part-time study for those students who needed it. OUM's M.D. degree program may be completed by full-time students in 5 years, but students may also opt to take as few as 24 weeks of classes per year, thereby stretching their education over as many as 7 years. The curriculum e-Med designed for OUM thus provided unparalleled flexibility, while ensuring appropriate continuity of exposure to learning materials for all students.

The OUM curriculum developed by e-Med is on a par with medical education curricula in the US and Australia. Tuition fees for the US graduate degree program presently total US$127,500. This compares very favorably with tuition costs of private Australian and US medical schools. And e-Med's educational architecture is scalable to meet increased demand with relatively little increase in cost. For example, OUM is not limited in the number of students it can accept, and because there is no need for additional buildings, laboratories, or libraries, the income potential for training doctors and nurses worldwide is considerable. This same model could be applied with equal or greater economies of scale to a US medical school, whether the goal is increased revenue or the ability to dramatically lower the cost of tuition for all students.

e-Med has been approached by WHO and the Government of Samoa concerning the development of additional curricula to support degrees in Medical Dentistry, Nursing, and a Master's in Public Health. e-Med is currently exploring these possibilities.

MEDICAL SCHOOL PARTNERSHIP

OUM provides an outstanding medical education and value for its students. But because OUM is not a Title IV school it is out of reach for many students with no access to financial aid. e-Med is actively seeking a partnership with a US or Canadian medical school so that students with access to federally guaranteed loans may pursue their desire to obtain their M.D. degrees via e-Med's flexible curriculum.

e-Med also believes that its curriculum is particularly well suited to active and recently retired military medical personnel who wish to take the logical next step and pursue their M.D. degrees. In the United States alone, 600,000 people are expected to enter classes under the G.I. Bill this year, with the Veterans' Affairs Department paying more than $9 billion of the cost.

A partnership with e-Med would be an ideal way for an LCME school to attract previously inaccessible students, who have the desire and means to attend medical school, but who do not wish to travel or relocate in order to do so. With e-Med's flexible and scalable design, there is virtually no limit to the number of students that can be accommodated.

NEW OPPORTUNITIES

Already, we are being approached to open "campuses" in a number of foreign countries, and our first area of concentration will remain the education and training of doctors. The shortage of these medical professionals worldwide--especially in the rural and remote areas of every country--tells us there is a long-term opportunity for marketing our form of education.

The recent announcement of an anticipated shortfall of some 200,000 doctors in the US alone, within fifteen years, leads us to believe there are numerous opportunities to pursue with existing medical schools that wish to increase the numbers of students they can accommodate. e-Med can offer existing medical schools a turn-key operation as an adjunct to their existing programs, or the licensing of our curriculum to be used by their own faculty. In either case we are able to offer an arrangement that provides substantial revenue potential, and minimal upfront costs.

e-Med has proven the viability of its distance medical education concept, as evidenced by the extensive testing and certification processes for the United States, Canada, Australia and New Zealand. e-Med operates the only medical school of its kind in the world, and the successes of our graduates are testimony to the soundness of our vision. Our continuing mission is to expand the field of distance medical education, as we assist and enable other institutions seeking to broaden the reach and scope of their medical degree programs.
